What is the Bihar Student Credit Card (BSCC) Scheme?

Launched under the Mukhyamantri Nishchay Swayam Sahayata Bhatta Yojana (MNSSBY), the Bihar Student Credit Card Scheme was established to bridge the Gross Enrollment Ratio (GER) gap between Bihar and the rest of India. It empowers 12th pass students with financial support up to ₹4,00,000 for higher and professional education.

Loan Amount: Up to ₹4 Lakhs for academic tuition, hostel fees, books, and study devices.
Interest Subvention: Standard 4% per annum for male students; subsidized 1% per annum for female, transgender, and disabled (PwD) students.
Repayment Holiday: Moratorium period includes course duration + 1 full year post-course completion before EMI begins.

Eligibility Criteria for BSCC Scheme 2026

To qualify for the Bihar Student Credit Card loan, candidates must satisfy the following statutory conditions:

Applicant must be a permanent resident (domicile) of Bihar.
Candidate must have passed Class 12 (Intermediate) from an institution recognized by the Bihar School Examination Board (BSEB), CBSE, ICSE, or equivalent.
The maximum age limit is generally 25 years at the date of application (extended up to 30 years for postgraduate courses).
Candidate must hold a confirmed admission letter or bonafide certificate from a college/university accredited by UGC, AICTE, NAAC, or statutory bodies.

Documents Required for DRCC Physical Verification

Candidates must carry both original and 2 self-attested photocopies of the following credentials to their respective District Registration and Counselling Center (DRCC):

10th and 12th Marksheets & Passing Certificates.
Admission Letter & Detailed Fee Structure on official University Letterhead.
Residential Certificate (Niwas Praman Patra) issued by competent Bihar authority (CO/SDO).
Aadhaar Card of Applicant and Co-applicant (Father/Mother/Guardian).
Active Bank Account Passbook (showing IFSC code, account number, and CBS verification).
PAN Card of Student and Co-applicant.
2 Passport Size Color Photographs.
